In a large pot, bring the first six ingredients to a boil. Reduce heat to medium low, and simmer for 20 minutes. Remove from heat and cool completely.

Stir in the grain alcohol and vodka into the cooled mixture. Pour into jars, seal, and let it sit for a few weeks. This will keep in a cool, dry place for several months.
